Thus, EPI started developing of a platform for training and exchange of knowledge which initially targeted young experts from Bulgaria and Romania and nowadays involves representatives from altogether fifteen SEE and Black Sea countries - Albania, Armenia, Azerbaijan, Bosnia & Herzegovina, Bulgaria, Croatia, Georgia, Macedonia, Moldova, Montenegro, Romania, Russia, Serbia, Turkey and Ukraine.

After a competitive selection process, up to 35 promising young state experts from the above-mentioned countries are selected each year to participate in the Summer Seminar which takes place in the vicinity of the city of Varna at the Bulgarian Black Sea coast. By bringing together this diverse group of participants to meet distinguished international experts and practitioners and to discuss not only topics of regional significance but also up-to-date issues in the field of politics and economy, EPI aims at encouraging spill-over effects in the region and creating environment for successful professional networking.
